I'm honestly rather surprised you are having trouble finding looters, bandits, and other general non-faction riff raff. Right now I have not enough prestige to join a faction, some missions require money that I don’t have yet (like getting 9 cattle, collect debt…), and unlike warband finding bandits is so annoying and hard, makes the game so boring so far…. Here they are pretty hard to find, those stupid patrols are everywhere and are hard competition, and when I find a small band they are ultra fast, I got Fedoc(?) and even with him my party is slooow www, and when I am slightly faster and I am about to get them, a stupid patrol got the bandits first :-( MY MAIN COMPLAIN: In Warband was fun, you had a very good amount of bandits in some sectors of the map…
